A report into the scandal-plagued residential colleges at the University of Sydney recommends having more women in leadership roles, less alcohol at college events and zero-tolerance of sexual misconduct.

Former sex discrimination commissioner Elizabeth Broderick has made 23 recommendations for five student colleges in her report which examined sexual harassment and assault on campus.

Ms Broderick handed over her report on Wednesday after an 18-month review acknowledging it was never easy "to hold the mirror up" and "face difficult issues".

Ms Broderick said the colleges needed a stand-alone, zero-tolerance policy with a commitment to strong action against breaches and proper support for Former sex discrimination commissioner Elizabeth Broderick has released a report into the culture of Sydney University residential colleges .

The report was commissioned by the University of Sydney and Sancta Sophia College, St Andrew's College, St John's College, Wesley College and Women's College.

"I have been allowed to shine a light on all aspects of college culture - both the good and bad," Ms Broderick told reporters in Sydney.

One-in-four women she surveyed experienced sexual harassment with the perpetrators being "overwhelming male".

Students recounted "distressing" situations that did not surprise her, Ms Broderick said.

The university has said it will accept all of the report's recommendations.

But the colleges will be responsible for ensuring the recommendations - including setting up a single helpline to support survivors and bystanders when an incident occurs - are implemented.

The report recommended reducing access to alcohol at colleges, and that all positions of licensees and bar management should be held by qualified individuals or organisations independent of student clubs.

Ms Broderick also suggested at least 40 per cent of staff in college leadership roles should be women.

The report found most colleges didn't have explicit policies setting out a zero-tolerance approach to sexual misconduct.

Ms Broderick said such documents should clearly state what constituted sexual harassment and assault.

From next year all new students should be educated on what consent means.

Ms Broderick said it was the first time that a group of residential colleges had been transparent about the culture on campus.

A recent Australian Human Rights Commission survey of more than 30,000 students at 39 universities found one in five of them had experienced sexual harassment in a university setting.
